4. Developing talented and innovative people.
RPN
The Rural Partners Network (RPN) is a government program designed to assist rural communities in finding resources and funding to create jobs, construct infrastructure, and support long-term economic stability on their own terms. The RPN comprises federal agencies and commissions that work directly with rural communities to enhance rural prosperity through job creation, infrastructure development, and community improvement. Led by USDA Rural Development, RPN members collaborate to identify resources to help rural people build the futures they envision for the unique places they call home.
RPN places federal staff on the ground in selected RPN Community Networks across the United States. RPN Liaisons work with small, rural communities to listen to their needs and understand the importance of the various funders and assistance providers to leverage their programs and resources and collaborate to achieve the communities' goals. Liaisons assist local people in navigating programs, building relationships, and identifying community-driven solutions.
Participating RPN agencies and offices (rural.gov/about#block-views-block-partners-partners-listing) are also joining forces to promote rural priorities as federal programs and policies are developed to address funding gaps, increase access to technical assistance, and ensure equitable access to federal funding.

Clean water offers and maintains life. Villages and refuge camps often do not have access to the luxury of running purified water. Vessels are exchanged many times to transport water from a source to where it is needed. My piece ‘pour’ draws on the fundamental method of accessing water through containment and personal transportation, often taken many kilometres by foot from a well to a village.
Pour, reflects on this ancient and necessary method of temporary storage and of non-mechanical means of sustaining life. Through hand manipulation of copper wire, a conduit of energy, pierced through mattered cotton, not unlike emergency blankets, I have rendered an image that reminds us of the need to pour life back into were it is desperately needed.

This pair narrowly escaped an large mouth bass that came out of the water as they flew by. I've noticed the fish looking but I had never seen one come that far out of the water obviously going for a dragonfly.

Philadelphia, commonly referred to as Philly, is the most populous city in the U.S. state of Pennsylvania and the second-most populous city in the Northeast megalopolis and Mid-Atlantic regions after New York City. Philadelphia is known for its extensive contributions to United States history, especially the American Revolution, and served as the nation's capital until 1800. It maintains contemporary influence in business and industry, culture, sports, and music. Philadelphia is the nation's sixth-most populous city with a population of 1,603,797 as of the 2020 census and is the urban core of the larger Delaware Valley (or Philadelphia metropolitan area), the nation's seventh-largest and one of the world's largest metropolitan regions consisting of 6.245 million residents in the metropolitan statistical area and 7.366 million residents in its combined statistical area.
Philadelphia was founded in 1682 by William Penn, an English Quaker and advocate of religious freedom. The city served as the capital of the Pennsylvania Colony during the British colonial era and went on to play a historic and vital role as the central meeting place for the nation's founding fathers whose plans and actions in Philadelphia ultimately inspired the American Revolution and the nation's independence following the Revolutionary War. Philadelphia hosted the First Continental Congress in 1774, preserved the Liberty Bell, and hosted the Second Continental Congress during which the founders signed the Declaration of Independence, which historian Joseph Ellis has described as "the most potent and consequential words in American history". Once the Revolutionary War commenced, the Battle of Germantown and the siege of Fort Mifflin were fought within Philadelphia's city limits. The U.S. Constitution was later ratified in Philadelphia at the Philadelphia Convention of 1787. Philadelphia remained the nation's largest city until 1790, when it was surpassed by New York City, and it served as the nation's first capital from May 10, 1775, until December 12, 1776, and on four subsequent occasions during and following the American Revolution, including from 1790 to 1800 during the construction of the new national capital of Washington, D.C.
With 18 four-year universities and colleges, Philadelphia is one of the nation's leading centers for higher education and academic research. As of 2018, the Philadelphia metropolitan area was the state's largest and nation's ninth-largest metropolitan economy with a gross metropolitan product of US$444.1 billion. The city is home to five Fortune 500 corporate headquarters as of 2022. As of 2023, metropolitan Philadelphia ranks among the top five U.S. venture capital centers, facilitated by its proximity to New York City's entrepreneurial and financial ecosystems. The Philadelphia Stock Exchange, owned by Nasdaq since 2008, is the nation's oldest stock exchange and a global leader in options trading. 30th Street Station, the city's primary rail station, is the third-busiest Amtrak hub in the nation, and the city's multimodal transport and logistics infrastructure, includes Philadelphia International Airport, and the rapidly-growing PhilaPort seaport. A migration pattern has been established from New York City to Philadelphia by residents opting for a large city with relative proximity and a lower cost of living.
Philadelphia is a national cultural center, hosting more outdoor sculptures and murals than any other city in the nation. Fairmount Park, when combined with adjacent Wissahickon Valley Park in the same watershed, is 2,052 acres (830 ha), representing one of the nation's largest and the world's 45th-largest urban park. The city is known for its arts, culture, cuisine, and colonial and Revolution-era history; in 2016, it attracted 42 million domestic tourists who spent $6.8 billion, representing $11 billion in economic impact to the city and its surrounding Pennsylvania counties.
With five professional sports teams and one of the nation's most loyal fan bases, Philadelphia is often ranked as the nation's best city for professional sports fans. The city has a culturally and philanthropically active LGBTQ+ community. Philadelphia also has played an immensely influential historic and ongoing role in the development and evolution of American music, especially R&B, soul, and rock.
Philadelphia is a city of many firsts, including the nation's first library (1731), hospital (1751), medical school (1765), national capital (1774), university (by some accounts) (1779), stock exchange (1790), zoo (1874), and business school (1881). Philadelphia contains 67 National Historic Landmarks, including Independence Hall. From the city's 17th century founding through the present, Philadelphia has been the birthplace or home to an extensive number of prominent and influential Americans. In 2021, Time magazine named Philadelphia one of the world's greatest 100 places.

Independence National Historical Park is a federally protected historic district in Philadelphia, Pennsylvania, that preserves several sites associated with the American Revolution and the nation's founding history. Administered by the National Park Service, the 55-acre (22 ha) park comprises many of Philadelphia's most-visited historic sites within the Old City and Society Hill neighborhoods. The park has been nicknamed "America's most historic square mile" because of its abundance of historic landmarks.
The centerpiece of the park is Independence Hall, where the Declaration of Independence and the United States Constitution were debated and adopted by America's Founding Fathers in the late 18th century. Independence Hall was the principal meetinghouse of the Second Continental Congress from 1775 to 1783 and the Constitutional Convention in the summer of 1787. Next to Independence Hall is Carpenters' Hall, the 1774 meeting site for the First Continental Congress, and Congress Hall, the meeting place of the United States Congress in the 1790s prior to the establishment of Washington, D.C. as the nation's capital in 1800.
Across the street from Independence Hall is the Liberty Bell, an iconic symbol of American independence, displayed in the Liberty Bell Center. The park contains other historic buildings, such as the First Bank of the United States, the first bank chartered by the United States Congress, and the Second Bank of the United States, which had its charter renewal vetoed by President Andrew Jackson as part of the Bank War. The Park also contains City Tavern, a recreated colonial tavern, which was a favorite of the delegates and which John Adams felt was the finest tavern in all America.
Most of the park's historic structures are located in the vicinity of the four landscaped blocks between Chestnut, Walnut, 2nd, and 6th streets. The park also contains Franklin Court, the site where Benjamin Franklin's home once stood and the present-day location of a Franklin museum and the United States Postal Service Museum (Franklin was the first Postmaster General of the revolutionary government). An additional three blocks directly north of Independence Hall, collectively known as Independence Mall, contain the Liberty Bell Center, National Constitution Center, Independence Visitor Center, and the former site of the President's House. The park also contains other historical artifacts, such as the Syng inkstand which was used during the signings of both the Declaration and the Constitution.

The National Constitution Center is a non-profit institution that is devoted to the study of the Constitution of the United States. Located at the Independence Mall in Philadelphia, Pennsylvania, the center is an interactive museum which serves as a national town hall, hosting government leaders, journalists, scholars, and celebrities who engage in public discussions, including Constitution-related events and presidential debates.
The groundbreaking ceremony was held on September 17, 2000, the 213th anniversary of the signing of the Constitution. The center opened on July 4, 2003, joining other historic sites and attractions in what has been called "America's most historic square mile", because of its proximity to Independence Hall and the Liberty Bell. The center offers civic learning resources onsite and online. It does not house the original Constitution, which is stored at the National Archives Building in Washington, D.C.

President of Ukraine Volodymyr Zelenskyy took part in festivities on the occasion of the 10th anniversary of the National Guard of Ukraine and the graduation of officers from the NGU National Academy and the NGU Kyiv Institute.
"For ten years now, the words 'national guardsman' have meant pride and strength, the necessary result in battle and security for the state of Ukraine. At the beginning, in 2014, these words – "national guardsman" – started with the meaning of "volunteer". This is still the case today. And every year adds another meaning to our National Guard of Ukraine, namely, indispensability," the Head of State emphasized.
He noted that the national guardsmen, along with other servicemen of the Defense and Security Forces, are participating in battles against Russia, fighting with fortitude and courage. In particular, the National Guard's aerial reconnaissance units are extremely effective in terms of the number of destroyed Russian equipment and enemy soldiers. More than 500 mobile and stationary firing groups of the National Guard destroy Russian missiles and drones every day. And the National Guard sappers are clearing Ukrainian land of Russian mines.
"In addition to combat, the National Guard of Ukraine also performs a protective function within our country, helping in rescue and recovery after Russian strikes and maintaining security. I am grateful to all the soldiers and commanders who serve the Ukrainian people and state in the full sense of the word. I am proud of the National Guard of Ukraine," Volodymyr Zelenskyy said.
The President emphasized that Ukrainian history will always remember the heroic pages written by the warriors of the National Guard units since 2014.
"Defense of Kharkiv and defense of Kyiv region. Battles against Russian terrorists in 2014 in Donbas and defense of life in Donbas now. Heroism in the toughest confrontations. Ukraine will always be grateful to the warriors of the National Guard, in particular to the Azov unit, which defended Mariupol and Azovstal. We remember all the Ukrainians, all the defenders of Mariupol – all the Azov warriors who are now in Russian captivity. The state is doing everything possible to bring them back home, and I am grateful to all our institutions and especially to international mediators who help us in this," the President said.
According to the Head of State, more than nine thousand national guardsmen have already been honored with state awards, 48 of them have been conferred the title of Hero of Ukraine.
"Our state independence rests on such large-scale bravery of the Ukrainian people – our people, our Defense and Security Forces. Ukraine will always remember all its people who fought and gave their lives for the sake of our independence and the future for the Ukrainian people," Volodymyr Zelenskyy emphasized.
The attendees observed a minute of silence in memory of the fallen defenders.
The President presented state awards to the servicemen of the National Guard of Ukraine.
In particular, the Order of the Golden Star was presented by the President to Captain Artur Pruhlov, Hero of Ukraine, who repeatedly demonstrated courage and professionalism in organizing assaults and breaking through enemy defenses. Groups under his command successfully stormed the enemy's positions, destroyed their equipment and soldiers, liberated captured national guardsmen and helped withdraw Ukrainian troops from encirclement.
Volodymyr Zelenskyy also presented the Golden Star of the Hero of Ukraine to Colonel Dmytro Vlasenko. At the end of 2023, he successfully organized the repelling of an assault on Ukrainian positions in Zaporizhzhia region and, risking his life, broke through to two wounded defenders under heavy enemy fire and successfully evacuated them. Thanks to the Colonel's combat skills and professional leadership, in October 2023, Ukrainian units managed to advance almost three kilometers deep into the front, take the occupiers prisoner, destroy enemy ammunition depots and equipment, and seize trophy weapons.
The President also presented the Orders of Bohdan Khmelnytsky, II and III class, and the Orders "For Courage", II and III class, to the national guardsmen.
With the aim of recognizing the high professionalism, combat merits, courage, and valor of the personnel, the Head of State conferred honorary titles and presented battle flags to the military units of the National Guard of Ukraine.
Volodymyr Zelenskyy presented battle flags to the 13th Operational Brigade of the National Guard of Ukraine, the Special Forces Center and the International Interagency Multidisciplinary Training Center.
The President also conferred the honorary title of "Kharkiv" on the Eastern Territorial Department of the National Guard of Ukraine.
The ribbon "For Courage and Valor" was awarded to the 1st Presidential Operational Brigade named after Hetman Petro Doroshenko and the 12th Special Forces Brigade named after Dmytro Vyshnevetsky of the National Guard of Ukraine.

These photos were taken in 2003, when the refuge was still in its infancy, so I don't whether the loosestrife is still around.

When we were there, 2 two trucks were on the scene trying to pull up the remains of the wreck. Whilst doing so, one of metal wires belonging to one tow truck snapped, which explains why passers-by had to stand on the remaining tow truck still attached to the wreck to prevent the full weight of the wreck from pulling the remaning tow truck to the bottom.

Roof inspections are essential for maintaining a building's integrity and longevity, whether residential or commercial. Regular inspections help spot potential issues before they lead to costly repairs, providing valuable insights into the roof's condition, including insulation, ventilation, and structural soundness. This process addresses current problems and aids in planning future maintenance, ensuring the roof remains durable and functional. Conducting thorough inspections protects your investment and offers a transparent record that benefits current owners and potential buyers, enhancing peace of mind and supporting informed property management decisions.
Importance of Regular Roof Inspections
Regular roof inspections are essential for maintaining a building's functionality and safety, like annual health check-ups for individuals. These inspections encompass various aspects, including the roof surface, roof penetrations, roof decking, and attic space. By evaluating these components, roofing professionals can catch potential issues early, such as loose shingles, poor attic ventilation, or damage to the roof decking. Identifying signs of damage like leaks or structural weaknesses is crucial for ensuring the entire roof remains in optimal condition.
Whether dealing with different roof types or specific areas like roof penetrations and the attic space, a basic roof inspection provides an overview, while a professional roof inspection offers a more detailed analysis; regularly assessing these areas helps safeguard the occupants and maintain the structure's overall integrity. Moreover, documenting the findings from roofing inspections aids in establishing a maintenance history and facilitates the timely scheduling of necessary repairs. Prioritizing these inspections enhances the roof's longevity and contributes to the safety and comfort of those inside the building, reinforcing the standards the roofing industry sets.
Overview of Roof Inspection Written Reports
A written roof inspection report is essential for homeowners, property managers, and contractors alike, providing a comprehensive overview of a roof's condition, potential issues, and maintenance recommendations. It serves not only as a detailed record of the current state of a roof but also as a valuable resource for future reference, informing decisions related to repairs, replacements, and long-term maintenance strategies. By documenting the inspection process and findings, these reports offer transparency, clarity, and a solid foundation for discussions about the roof's integrity and performance. Whether preparing a property for sale, conducting routine maintenance, or assessing storm damage, a thorough written report ensures that all stakeholders understand the roof's health and any necessary actions to protect their investment.
Types of Roofs in Inspection Written Reports
Written reports on roof inspections should encompass various types of roofs, including shingles, tiles, metal roofs, and flat roofs, each with distinct characteristics and joint issues. Shingle roofs, often made from asphalt, can experience wear from curling, missing shingles, or granule loss, necessitating routine inspections and proactive maintenance. Tile roofs, known for their durability and aesthetic appeal, may face challenges such as cracking or sagging due to heavy weight or improper installation. While generally low-maintenance, metal roofs can develop rust, loose seams, or signs of leakage that require attention. Flat roofs, often used in commercial settings, are prone to leaks and potential water damage, especially around the roof edge and drainage systems.
Incorporating a roof diagram into the inspection findings provides a visual inspection aid, helping to pinpoint areas of concern, such as roof leaks or structural damage. Utilizing a roof inspection report template or digital roofing report templates aligned with roof inspection standards ensures consistency and clarity in documenting these findings. Professional and roofing inspectors play a critical role in identifying issues, and their repair recommendations are essential for building owners to make informed decisions.
A thorough written report prepared by a professional roofing contractor should include replacement estimates where necessary and provide an overview of the roofing sales process if repairs or replacements are recommended. This comprehensive approach not only aids property owners in understanding their roof's condition but supports the construction industry by promoting high standards in roof maintenance and repair practices.
Residential vs. Commercial Roof Inspection Reports
Roof inspection reports are essential for assessing the condition and safety of both residential and commercial properties, yet they vary significantly in scope and complexity. Residential roof inspections typically focus on common materials like asphalt shingles or metal, addressing structural integrity issues such as leaks or shingle displacement that may arise from wear and tear. In contrast, commercial inspections often deal with a broader variety of roofing materials, including single-ply membranes and built-up roofs, requiring a more in-depth analysis of structural considerations, compliance with building codes, and potential hazards like equipment access or load-bearing concerns.
Tailored inspections are crucial for both property types. They effectively address specific problems related to roofing materials and structural integrity, ensuring the longevity and safety of the building. By recognizing these differences, property owners can make informed decisions about maintenance and repairs, ultimately prolonging the lifespan of their roofs.
Common Roofing Materials and Their Relevance in Inspection Reports
When it comes to roof inspections, understanding the common roofing materials in use today is vital for producing comprehensive and accurate reports. Each type of material—asphalt shingles, metal, tile, or rubber—has distinct characteristics, advantages, and potential vulnerabilities that impact its longevity and maintenance. This knowledge not only aids inspectors in identifying current conditions but also helps predict future issues. By recognizing how different materials respond to environmental factors and wear over time, inspectors can offer informed recommendations tailored to each type, enhancing the value of the inspection report. Ultimately, a well-informed analysis of roofing materials supports homeowners and property managers make proactive decisions about repairs and replacements, ensuring the longevity and safety of their roofs.
The Role of Roofing Contractors in Roof Inspection Reports
Roofing contractors are critical in creating roof inspection reports, as they are responsible for thoroughly documenting their observations and comprehensively evaluating the roof's condition. Their expertise enables them to accurately identify issues, including damage assessments of various roofing materials, which helps homeowners recognize potential repairs and necessary maintenance. Members of the 349th Aircraft Maintenance Squadron participate in C-5 Galaxy maintenance training at Travis Air Force Base, Calif., Feb. 24-27, 2014. Dubbed "Wrench Week," the series of hands-on events enhanced skills proficiency and provided structured opportunities for upgrade training for Air Force Reserve C-5 maintainers. The training took place in classrooms, formal training unit simulators, maintenance shops and C-5 Galaxies on the flight line. (Courtesy photo/Senior Master Sgt. Darrell Carbullido)
Fuelers and maintainers from multiple companies within the 34th Red Bull Infantry Division gained classroom and hands on experience fielding the new Mobile Tactical Retail Refueling System (MTRRS) during a two-day training period from Sept. 19-20, 2023, at the Field Maintenance Shop, Arden Hills Army Training Site. The MTRRS serves as a bulk fuel carrier and dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. A critical function of the MTRRs is its ability to refill the payload from the bottom, replacing legacy refueling operations that can only be loaded from the top which can create hazardous combustibles and vapors dangerous to personnel and equipment. The Minnesota National Guard is the first to be equipped with the MTRRS in the entire U.S. Army and ushers in a new era of modernization and safety to our force. This is a photograph from the 26th Anniversary running of the South O'Hanlon 5KM Road Race which was held at Seneschalstown G.A.A Club, Beauparc/Kentstown, Navan, Co. Meath, Ireland on Wednesday 3rd July 2013 at 20:00. South O'Hanlon AC have again organised one of the best value races of it's kind in the country and maintain the very high standard set by other races in the Meath Road Racing Calendar. Congratulations are extended to all at South O'Hanlon, the local community, and other Meath athletics clubs, which made this another very successful night. The club provides prizes in a very wide range of categories and there was a very large spread of refreshments afterwards in the GAA clubhouse. The well known Seneschalstown G.A.A club provide the facilities for registration, showers, and after-race activities.
This route was first run in 2010 and hasn't changed since. The race starts about 1KM from the race HQ at the lovely setting of Beauparc Railway Crossing on the old Navan-Drogheda railway line (race start here goo.gl/maps/SVWWY). The race proceeds in an anti-clockwise left handed loop, following the L1600, and passing the GAA grounds before taking a left to Dollardstown, to Yellow Furze, and bringing runners back to the start area at Beauparc for the final kilometer of the race back to the finish.
Electronic Timing and Event Management were provided on the night by Precision Timing [www.precisiontiming.net/result/racetimer]

I ran in the race - but my photograph doesn't appear here in your Flickr set! What gives?
As mentioned above we take these photographs as a hobby and as a voluntary contribution to the running community in Ireland. Very often we have actually ran in the same race and then switched to photographer mode after we finished the race. Consequently, we feel that we have no obligations to capture a photograph of every participant in the race. However, we do try our very best to capture as many participants as possible. But this is sometimes not possible for a variety of reasons:
►You were hidden behind another participant as you passed our camera
►Weather or lighting conditions meant that we had some photographs with blurry content which we did not upload to our Flickr set
►There were too many people - some races attract thousands of participants and as amateur photographs we cannot hope to capture photographs of everyone
►We simply missed you - sorry about that - we did our best!
You can email us petermooney78 AT gmail DOT com to enquire if we have a photograph of you which didn't make the final Flickr selection for the race. But we cannot promise that there will be photograph there. As alternatives we advise you to contact the race organisers to enquire if there were (1) other photographs taking photographs at the race event or if (2) there were professional commercial sports photographers taking photographs which might have some photographs of you available for purchase. You might find some links for further information above.
Don't like your photograph here?
That's OK! We understand!
If, for any reason, you are not happy or comfortable with your picture appearing here in this photoset on Flickr then please email us at petermooney78 AT gmail DOT com and we will remove it as soon as possible. We give careful consideration to each photograph before uploading.
I want to tell people about these great photographs!
