Let us declare that the state of war does exist and shall exist so long as the Indian toiling masses and the natural resources are being exploited by a handful of parasites. They may be purely British Capitalist or mixed British and Indian or even purely Indian.

All these things make no difference.

The war shall continue. It may assume different shapes at different times. It may become now open, now hidden, now purely agitational, now fierce life and death struggle. It shall be waged ever with new vigour, greater audacity and unflinching determination till the Socialist Republic is established and

every sort of exploitation is put an end to and the humanity is ushered into the era of genuine and permanent peace. .

The face of freedom .

Yet Bhagat Singh lives on in the struggles of our times and the cry of Inquilab Zindabad still resounds. Beyond the films, beyond the statues in parliament, beyond the attempts of Indias ruling class to subvert Bhagat Singhs revolutionary legacy, his memory endures. It has lived on in Kayyur and Punnapra-Vayalar, in Tebhaga and Telengana, in Naxalbari, Srikakulam, Bhojpur and Nandigram. .

Bhagat Singhs nationalism began with the students and the youth. He urged that they should go deep among the masses, to the colonies of workers and hamlets of the rural poor. For all those of us who wish to fight for an Anti-imperialist and pro-people patriotism, Bhagat Singh is the face of that freedom. For those of us who wish to raise the voice of protest against imperialist agendas, against corporate loot, against draconian laws, against caste violence, religious fundamentalism and patriarchy, Bhagat Singh provides us energy and inspiration. .

We remember also the words of Com. Chandrashekhar, who responded to a question asked to him during the JNUSU Presidential debate with the fearless reply: Yes, I have ambitions. My ambitions are to live like Bhagat Singh and die like Che Guevara! .

To speak of Bhagat Singh-Sukhdev-Rajguru, to speak of revolutionary poet Avtar Singh Paash, to speak of Chandrasekhar is to reclaim our history, to make it our own, to declare this country is ours; it does not belong to imperialist capital or its indigenous agents. It is to declare that while we are witness to the suffering of our struggling people, we shall also bear witness to their liberation! .

The issue of the price hike of eatables in the canteens and dhJbas in our campus has been a point of concern for the studentc Fcorimmuniends, ty. In this regard, we believe that there is no justification whatsoever for such a sudden increase in prices and demand that all such proposals of price hike be reverted at the earliest. It was because of the strong objection raised by the CDC Convenor in the last CDC Meeting .

!hat the Administration was forced to include this issue as an agenda item for the next meeting. We demand that the JNUSUmust unequivocally .

oppose the proposal for price hike and mobilise students to pressurize the Administration to withdrawthe anti-student proposal. However, it is most shameful that the JNUSU President was a part of this anti-student proposal as she did not oppose the proposal in the CDC Meetjng held on 71t1 February, where the proposal for price hike was unanimously passed. Moreover, the JNUSU .

President in the most clandestine manner hid this anti-student proposal from the student community for over a month. Instead of .

mobilising students against the Administration's anti-student design the JNUSU President in a unsigned notice published on 16th .

March, did not even oppose the proposal of price hike and only raised the issue of hygiene. It was only after the other office bearers and the CDC Convenor dissociated themselves from the anti-student position of the JNUSU President that she was forced to come out with a notice opposing the proposal. But the fact remains that it was because of her approval in the CDC Meeting that this anti· student proposal was passed. The JNUSU President and her organisation AISA owe an explanation to the student community for such .

2007: A Time to Reclaim Our Country, Our History, Our Freedom, Our Rights .

The year 2007 marks the 150th anniversary of Indias First War of Independence. It is also the centenary year of Bhagat Singhs birth, and the fortieth anniversary of the Naxalbari rebellion. The Central Committee of the CPI(ML) has called for celebrating the confluence of these three great anniversaries with a countrywide Our Country, Our History Our Freedom, Our Rights campaign. A big Inquilab rally has been planned in Delhi on 23 March, the day Bhagat Singh and his comrades Sukhdev and Rajguru embraced martyrdom seventy-six years ago with the clarion call Inquilab Zindabad! Samrajyavad Murdabad! (Long Live Revolution! Down with Imperialism!). The campaign will be aimed at rekindling this spirit of history in the midst of the ongoing popular struggles of the present and for this purpose the campaign will highlight a ten-point peoples charter comprising the key demands of these struggles. Why is it important for us to celebrate this history? The current Indian ruling elite is afraid of, and at any rate uncomfortable with, this history and this is why they want us to forget this history or know it only in a distorted and mutilated manner. So celebrating this history is not just remembering the past but waging a struggle against the present-day rulers who have a different historical inheritance and who want our history to remain subordinated to their history. British colonialists had dubbed 1857 as a case of sepoy mutiny when fanatic Indian soldiers driven by blind religious passion and hatred had attacked their European officers and other British civilians. They would like us to believe that the mutineers had no sense of what they were doing and were just a bunch of killers who had to be and were brought under control by the superior military and civilisational might of British colonialism. Western historians today are also tempted to see 1857 as a case of Islamic jehad against Christianity and Western civilisation. The official Indian history today does recognise 1857 as the First War of Indias Independence, but it does its best to try and suppress the distinguishing features the militant anti-colonial spirit, the popular participation and the emerging national character that made the war of 1857 so greatly remarkable. The insurrection of 1857 had certainly been initiated by the soldiers from the barracks of Bengal, but in no time it had spread not only among armed regiments across the country but most importantly among peasants, small traders and other sections of the Indian people. It was not a revolt of a few disgruntled kings and feudal rulers rather many kings and feudal rulers collaborated with the British and helped them put down the rebellion. It was not an attempt to restore Muslim rule in India, much less was it an Islamic jehad against Christianity. The majority of the soldiers and the peasants and traders backing them up were Hindus and it was they who got an old and reluctant Bahadur Shah Zafar, the last Mughal ruler, to provide a symbolic leadership to the revolt. And the revolt was characterised by its conscious and concrete expressions of unity between the two communities with the rebels defining themselves as Hindus and Muslims of Hindustan. In fact, an integral aspect of the new strategy of control forged by the colonialists in response to 1857 was the deliberate fomenting of communal hostilities. The revolt did not succeed in its goal of overthrowing the British rulers, the mutineers obviously did not have the kind of organisation and preparation needed for that kind of victory, and the objective conditions too were not ripe enough. But the fact that they succeeded in holding on for nearly two years in different parts of the country clearly .

23rd March was the martyrdom day of Rajguru-Sukhdev-Bhagat Singh and Avtar Singh Pash. And on 31st March former JNUSU President Comrade Chandrashekhar was killed on the streets of Siwan. During this week, we reiterate our commitment to carry forward the radical legacy of Bhagat Singh, Pash, Chandrashekhar and other revolutionaries. This struggle has become all the more critical in the backdrop of the recent exposuresUPA's shameful capitulations to US imperialism and World Bank-IMF dictated economic policies. Interestingly, the SFI chose to commemorate Bhagat Singhs Martyrdom by vandalising the large artistic posters put up in the Academic Complex, marking an unprecedented culture of vandalism in JNU. Such tampering with posters in the middle of the semester has never happened in the history of JNU. The Issues At Stake .

While there is an attempt to portray the problem as a battle for poster space between two organisations (SFI and AISA), this is NOT the issue AT ALL. There have been several years when AISA did not get sufficient space in the Academic Complex to put up posters, and yet AISA did not complain. The issue is: How can posters be defaced when we are just half way through the winter semester? SFIs actions set a dangerous precedent, wherein posters can be defaced in March, February or even earlier. Why should the campus community have to bear with defaced posters and visual hazards for half a semester? .

This is the central issue at stake, which SFI is mischievously trying to hide by projecting it as a partisan battle between AISA and SFI. SFI is now complaining that AISA has been monopolising spaces for years. If so, why did SFI never raise the issue at any democratic decision-making platform for all these years? What stopped them from bringing out a single poster or pamphlet on the issue? Clearly, neither SFI nor any other organisation felt that there was any problem. The bogey of AISA monopolising spaces undemocratically has been manufactured post March 23rd 2011 in order to justify their high-handedness in defacing the large posters in the middle of the semester. Also at stake is our collective ability to resolve issues through a democratic process. Since March 23rd, various organisations have been trying to resolve this issue through appeals and democratic dialogue. It is all the more shameful that SFI, after unilaterally deciding to break the long-established norms in JNU, is boycotting all forms of dialogue so as to scuttle a solution. .

Undermining Our Democratic and Collective Decision-Making Bodies An all-organisation meeting was called on March 23rd to discuss the issue. SFI (along with NSUI) chose to boycott the meeting. Not just this, knowing fully well that the matter is going to be discussed democratically in an AO meeting, they continued tampering with the posters despite repeated appeals from various organisations. The March 23rd AO meeting tried to address genuine democratic concerns, and it was decided that in future dummy posters would be put up only on or after May 5th . Also, no organisation would monopolise all the available spaces. It is therefore most unfortunate that SFI has refused to heed the decisions taken democratically at the March 23rd AO meeting. Next day (March 24th) SFI called for another AO meeting at 9 pm. While most other organisations turned up on time, SFI itself did not come till 10.40 pm for a meeting whose time and venue had been chosen by them! By this time representatives of most organisations had obviously left. When contacted, their leaders informed us that they were watching the cricket match between India and Australia and hence did not come for the meeting!!! Such blatant and shameful disregard for JNU's own democratic, collective decision-making bodies is highly condemnable. It is dangerous for JNU's democratic ethos: Will the JNU student community allow bodies like AO meetings to be jeopardised by the arrogance and callousness of some organisations? Was it really impossible for SFI to send just one member to attend the AO meeting of March 23rd? Why did they remain absent from the AO meeting of March 24th which they themselves had called? Left with absolutely no answers to these uncomfortable questions, and when their patent reluctance to discuss and resolve the issue democratically has been exposed, SFI has predictably chosen to spread blatant misinformation. According to the SFI, they have done nothing new by vandalising the large posters in the middle of the semester. If SFI were to be believed, AISA monopolised all the spaces for posters in the Academic Complex last year by putting up dummy posters in the first week of April 2010. To begin with, SFI and the student community is well aware that this is a blatant lie. Last year, dummy posters were NOT put up in the first week of April 2010; rather they were put up towards the fag end of the semester. Secondly, dummy posters were put up on the very same day by three organisations (AISA, ABVP and DSU). Neither SFI, nor any other organisation raised any objection, and in fact on .
