The History of the Berlin-Peck Memorial Library 1829-2006
In November 1829, the Kensington Library Society was organized with
the purchase of 40 books. The Secretary's book begins: "We the
subscribers sensible of the benefits resulting to the community from
the establishment of a public library have associated ourselves for
the accomplishment of this object and adopted the following
constitution." The Kensington Congregational Church housed the
library, sometimes in a cupboard under the stairs and at other times
in a church pew. Among the subscribers were the Peck and Moore
families. In 1874, the Kensington Library Society paid $3.50 for the
use of Hart's Hall to house the library. Three years later, in 1877,
the library moved to a room in the Berlin Savings Bank. In 1890,
the collection was moved back to the Kensington Congregational Church.
In 1900, Susan A. Peck was prominent and untiring among those who
worked for the construction of a new library building. Through her
efforts, she convinced her cousin Henry Hart Peck to donate the funds
for a new building if a suitable location could be found. On May 3,
1901, the Kensington Library Society incorporated in order to receive
land donated from Miss Harriet Hotchkiss and Mrs. Fannie Hotchkiss
Jones. The land was tucked between the Hotchkiss and Moore family
homes on Main Street. On November 5, 1902, the Peck Memorial Library
building was dedicated with a building approximately 1680 square feet
and a collection of 1,120 books.
In 1963, Lyman Hall breathed new life into the library. Through his
efforts, an addition was made to the library building with funding
from the Marjorie Moore Charitable Foundation. Marjorie Moore had
been one of the incorporators of the library in 1901 and for over 50
years she was the secretary to the Kensington Library Society. Upon
her death, she left a trust fund to Kensington. Lyman Hall hired the
first professional librarian as Library Director and helped transform
the library into a modern facility. For the first time, story times,
travelogues, and summer reading clubs were offered. The expanded
building had 3,520 square feet and a collection of approximately 7,000 books.
In a short time, the library outgrew both the addition and original
building. In 1986, Blanche Johnson Delaney led the negotiations so
that the Town of Berlin took over the private library. For the first
time, the Town of Berlin had a truly public library. Blanche Johnson
Delaney and David Borthwick oversaw the building of a new facility
near the Town Hall. On October 2, 1989, the new Berlin-Peck Memorial
Library was opened and dedicated. The new building has 21,655 square
feet on the main floor with a full basement for expansion in the
future. The library collection had 58,669 items with a circulation
of 108,041.
Today, in 2006, the library is outgrowing the building and there are
plans for expansion to the basement. The library has over 106,162
items with a circulation of 215,187.

CHITRAL:
Digital Subscriber Line (DSL) service creates problem for internet users at Chitral.
Besides it Pakistan Telecommunication Corporation (PTCL) media also jammed for
weeks. AS a result hundred of internet
users and PTCL consumers faced great hardships. Reasons behind disconnecting of
Internet services is telling fault in NERA Linko repeater at Lawari top due to
snowfall. Last year its tower had damaged by snowfall and internet (DSL) remained disconnected for
more than 2 months. Causing not only for
consumers problems but also loss for department because of remittance of
utility monthly bills for that period. Its
solar repeater has been installed on the top of Lawari pass which is usually
interrupt by snowfall in winter season. Lawari top which is known as killer
mountain is the main hurdle in the way of Chitral and communication systems
always block due to heavy snowfall on Lawari top having the altitude of 10500
feet from sea level. DSL service was
disturbed since December 28 and Chitrali faced great hardships because of
closing of main road and no other sources of communication. This scribe
contacted Dr. Riaz Inayat Executive Vice President PTCL Islamabad office regarding failure of DSL service in Chitral
EVP Dr. Riaz took immediate action and directed his staff based at Temargara
and Chitral for restoring DSL service at Lawari top. A team was detailed for
this purposes under supervision of Mujahidullah Senior Engineer of PTCL.
They
hired local people from Ziarat and Ashriat having experiences of climbing by
feet on snow bound Lawari top they were supporting a technical person of NERA
who repaired tower at Lawari top and restored DSL and media service of PTCL. It
is worth to mention here that there is great potential of DSL consumers and hundreds
of people visiting Telephone Exchange Chitral for DSL connection but they frustrated
because of limited connection. Social
and political circle of Chitral appeal high ups of PTCL for installing Optical
Fiber link for DSL Broadband service at
Chitral to redress DSL issue at Chitral. According to a survey thousands of
people are desirous for getting DSL broadband connection if Optical Fiber was installed
at Chitral.

The Times struggled internally for years about whether it should charge for online content. There were concerns, nearly existential, about upsetting the code of digital information, which, ostensibly, was meant to be free. The paper finally went ahead with a paywall in 2011 and turned digital subscriptions into a growing business that generated nearly $170 million last year, up 13.5 percent from the year before. (The number of Times digital subscribers, interestingly, is growing at a rate of about 20 percent a year, which suggests the publisher is also counting free-trial members.)

I ran TinyLetter.com/ICT4Djobs which was once a very nice paid subscription platform. Then in March, Mailchimp competed its integration of Tinyletter by converting the existing TinyLetter infrastructure to a new platform. In the process they said that they would leave paid subscriptions alone till June:
Don't worry, though: if you're currently running a paid newsletter, and you have more than 1 subscriber, we're leaving your account alone until July 1st 2012. Paid subscriber publishers will be left as-is (old interface and all), and moved to a new subdomain: p.tinyletter.com
Well they didn't leave my account alone. They are still billing 49 people for their ICT4DJobs subscription to Tinyletter but they are not sending me the money.
The screen shot on the left is my own paid subscription account I set up just to see how the TinyLetter paid subscription process works and as a check to make sure subscriptions went out. It was billed on April 21. On the right is my TinyLetter admin page showing I have both 49 subscribers who are still being billed, but a $0 balance in my account.
Even worse, if someone tries to unsubscribe, or if I try to unsubscribe them using the admin interface, we both get errors. So I cannot unsubscribe people, they can't unsubscribe themselves, they are still getting billed, and I am not receiving their subscription payments.
Why does the last part matter? Because I am now refunding people for their subscription payments they are paying and I am not receiving. I have attempted to reach support@tinyletter.com on April 3,4,6,7 and 13th, and since the 13th, no response to my support emails.
What I request is that TinyLetter:
1. Credit me for payments billed to my 49 subscribers from March 5th to present
2. Transfer full credit to my PayPal account of record
3. Stop billing anyone on behalf of ICT4Djobs
4. Unsubscribe everyone from TinyLetter.com/ICT4Djobs

PITY THE BLIND
Inmates of Halifax School for the Blind Issue Warning to Prospective Subscribers – Money Should be Withheld Until Investigation is Made—Say Conditions at School Cannot be Comprehended, and Advantage is Being Taken of Recent Disaster to Secure More Money to Go No One Knows Where.
NO DETAILS OF INCOME AND EXPENDITURE ARE ISSUED.
An appeal is being made throughout Canada on behalf of the Blind Endowment Fund. In the literature sent to us this fund has eight objects, but the first of these objects is the most important, namely, “to provide a much-needed increase to the current income of the School for the Blind, Halifax, n.S.” The other seven objects are inconsequential, from our point of view, for the reason that the regulations provide that the president and the treasurer of the School for the Blind and the Eastern Trust Company will be trustees of the Blind Endowment Fund, and the allocation of the income is to be distributed by the Board of Managers of the School for the Blind. Therefore, although, from a cursory glance at the literature, one would not suspect that the School for the Blind was vitally interested in this Blind Endowment Fund, the Board of Managers of that institution, are, as a matter of fact, the whole show, and it is wholly and totally a School for the Blind proposition. We want to make this clear because some impression has got abroad that this fund is specially designed for the assistance of those unfortunate people who lost their sight in the recent Halifax disaster.
In the literature sent to us, a few typical cases of the recent disaster are cited. The people of Canada have read about these cases in the daily press, and what the people of Canada are more in need of, in view of the appeal of the Blind Endowment Fund, is some idea of the capability of the School for the Blind to carry out the work that is necessary, some idea as to the work it has already performed, some details as to its management, detailed expenses compared with income, some of the benefits that have accrued from the institution, something to show whether or not this institution has been efficiently managed or maladministered in the past, under the guiding of that genius, Sir Frederick Fraser, K.B., secretary of the School for the Blind. Through the columns of this paper we have asked that such information be supplied to the people of Canada, who are being appealed to for funds, but no answer has been forthcoming, and, until it is forthcoming, despite the fact that the endowment fund is under the distinguished patronage of Her Excellency the Duchess of Devonshire, who probably knows less about the institution than we do, we cannot accord the fund campaign our approval.
Our demand for information regarding the workings of this institution has not produced any results officially, but a number of readers have sent their views, both in prose and rhyme. Unfortunately these views make it still less desirable that we should state approval of the Blind Endowment Fund meanwhile. A “sub-chaser,” who read something in this paper about seven blind returned men who are in the School for the Blind, made it his business to make a few enquiries, and his conclusion is a surprise that the Government allows it to continue. He writes that there are no detailed statements issued of income or expenditure, or salaries, etc. He visited the institution and thinks the word “hole” would more fittingly describe the place.
“It made me feel queer,” he says, “to see those fellow-men in their prison without a friend or even a visitor to take any interest in their welfare. The people of Halifax have long ceased to look with favor on the School for the Blind. The M.H.C.C. rent and furnish rooms for the returned blind men for their vocational training, but this is a great joke, as there is nothing with which to teach them. Many have been here for months and have received no lessons, still the M.H.C.C. have been paying the ratepayers’ money, thinking their students were receiving all the bill called for. I was informed that a commission had arrived from England (appointed by Sir A. Pearson, St. Dunstans) to see into conditions here. Many of the returned men petitioned this gentleman to be allowed to enter his school, as they were having no lessons or useful studies here, some of these heroes stating their willingness even to pay their own fare.”
An “Inmate” forwards us the following information from the School for the Blind: “The endowment fund has been a failure. People here have become wise to the conditions of the blind in Halifax, where the inmates are in a state of mind and body that can scarcely be comprehended except by those in close touch or parents who have taken their offspring home rather than have them starve of become useless through the lack of teaching. As was acknowledged at an enquiry two years ago, the practices here are a scandal. There are one hundred things I could tell you, but the main one is to warn you and others who may be generous enough to contribute towards a properly conducted institution, not to enrich this place, which has taken the opportunity offered by the disaster to seek money for the blind. Their campaign gives the impression that they are helping the sufferers of the late disaster. There is not a single person in this institution who received his wounds from the fearful explosion. The Government is looking after their welfare, and we all trust that they will put them in some suitable place where they will be able to receive a really useful education, instead of becoming moral degenerates. There is no detailed report issued from this school at any time, yet the money is flowing in and nothing useful is done with it. For 140 inmates there is a staff of 75, and the servants of the head officials are paid from the school funds. There were a few soldiers here, but they were moved to a hotel nearby owing to conditions at this institution. You will have collectors calling on you and in all towns in the west to secure funds for this place, which has no interest in the blind and has nothing to do with the unfortunate who lost their sight in the December calamity.
“I wish you would give this publicity and ask these collectors what this school is doing for the blind, and if they can point to any success that ever came from their teaching. One of these collectors (Mr. Weir) has been in this school as a blind man, and to solicit alms he is escorted by a guide. He can read and write as well as most people with their sight ever could, but he has not yet learned to read Brialle as is required by the blind, but his ability in the soliciting business is recognized by the board. Trusting you will see this thing to a finish, I remain, An Inmate.”
Another letter tells us of the return of Mr. Weir from his Nova Scotia trip, and states that he is now going to tour the West. This letter is from a man from the West. He says that all the people in Halifax know the conditions, but as Sir Frederick Fraser is the head, nothing is done, and concludes: “I shall be sorry to hear of a cent coming from the West unless they know where it is going. Trusting you will see your way to warn the much-gulled public of the intended visits to your generous inhabitants.”
Another indignant reader expresses his feelings in eighteen verses of rhyme, which Sir Frederick Fraser would not care to frame and have hung in his room. It would appear that the scouts have arrived in Toronto from Halifax, and the patronage of Mayor Church is being asked for good of the cause. We hope we will be in time to warn the Mayor and show him that some explanation is necessary from the managers of this institution before their campaign receives municipal endorsation in Toronto or any other town.
