Google's Street View service in Google Maps has caused a lot of outcry due to privacy concerns of those getting photographed and publicly displayed without their permission. Just recently, Google began blurring individual's faces automatically through software in order to address concerns about this in the EU and elsewhere. Still, there are likely many occassions like the one in this picture where blurring just the face may not be sufficient to keep individuals from being identifiable.
