ਸਬੂਤ ਇਕੱਠੇ ਕਰਨ ‘ਚ ਅਸਮਰੱਥ ਸੀ. ਬੀ. ਆਈ—
ਪਿਛਲੇ ਕੁਝ ਸਾਲਾਂ ਵਿਚ ਸੀ. ਬੀ. ਆਈ ਕੋਲ ਅਜਿਹੇ ਕੇਸ ਵਧੇ ਹਨ, ਜਿਨ੍ਹਾਂ ਵਿਚ ਉਹ ਅਪਰਾਧ ਸਾਬਤ ਹੀ ਨਹੀਂ ਕਰ ਸਕੀ। ਇਨ੍ਹਾਂ ਵਿਚ ਜ਼ਿਆਦਾਤਰ ਮਾਮਲੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨਾਲ ਜੁੜੇ ਹਨ। ਸਾਲ 2014 ਤੋਂ ਨਵੰਬਰ 2017 ਤਕ ਦੇ ਸਰਕਾਰੀ ਅੰਕੜਿਆਂ ਮੁਤਾਬਕ ਸੀ. ਬੀ. ਆਈ 32 ਫੀਸਦੀ ਮਾਮਲਿਆਂ ‘ਚ ਕੇਸ ਦਰਜ ਕਰਨ ਅਤੇ ਸਬੂਤ ਇਕੱਠੇ ਕਰਨ ਵਿਚ ਅਸਫਲ ਰਹੀ। ਇਸ ਕਾਰਨ ਸੀ. ਬੀ. ਆਈ ਨੂੰ ਅਦਾਲਤ ਵਿਚ ਮੁਸ਼ਕਲ ਸਵਾਲਾਂ ਦਾ ਵੀ ਸਾਹਮਣਾ ਕਰਨਾ ਪਿਆ। ਸਰਕਾਰ ਮੁਤਾਬਕ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ 32 ਫੀਸਦੀ ਮਾਮਲਿਆਂ ਵਿਚ ਦੋਸ਼ ਸਾਬਤ ਨਹੀਂ ਹੁੰਦੇ ਤਾਂ ਇਸ ਦਾ ਮਤਲਬ ਇਹ ਹੈ ਕਿ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਹਰ 3 ਕੇਸ ‘ਚੋਂ ਇਕ ਵਿਚ ਦੋਸ਼ੀ ਬਰੀ ਹੋ ਜਾਂਦਾ ਹੈ।
ਪੈਂਡਿੰਗ ਹਨ ਕਈ ਮਾਮਲੇ—
ਸਾਲ 2017 ‘ਚ 2ਜੀ ਸਪੈਕਟ੍ਰਮ ਘਪਲੇ ਵਿਚ ਸੀ. ਬੀ. ਆਈ ਨੇ ਡੀ. ਐੱਮ. ਕੇ. ਦੇ ਸੰਸਦ ਮੈਂਬਰ ਕਨੀਮੋਝੀ, ਏ. ਰਾਜਾ ਅਤੇ 34 ਹੋਰ ਲੋਕਾਂ ਨੂੰ ਸਬੂਤਾਂ ਦੀ ਘਾਟ ਦਾ ਹਵਾਲਾ ਦਿੰਦੇ ਹੋਏ ਬਰੀ ਕਰ ਦਿੱਤਾ ਸੀ। ਬਸ ਇੰਨਾ ਹੀ ਨਹੀਂ ਫਰਵਰੀ 2017 ਤਕ ਸੀ. ਬੀ. ਆਈ 1174 ਮਾਮਲਿਆਂ ਦੀ ਜਾਂਚ ਕਰ ਰਹੀ ਸੀ। ਇਨ੍ਹਾਂ ‘ਚੋਂ 157 ਮਾਮਲੇ ਅਜਿਹੇ ਸਨ, ਜਿਨ੍ਹਾਂ ਦੀ ਜਾਂਚ ‘ਚ ਏਜੰਸੀ ਨੂੰ 2 ਸਾਲ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਸਮਾਂ ਲੱਗਾ। ਹੈਰਾਨ ਕਰ ਦੇਣ ਵਾਲੀ ਗੱਲ ਇਹ ਹੈ ਕਿ 35 ਕੇਸ 5 ਸਾਲ ਤੋਂ ਜ਼ਿਆਦਾ ਪੁਰਾਣੇ ਹਨ, ਜਦਕਿ 6 ਕੇਸ 10 ਸਾਲਾਂ ਤੋਂ ਅਤੇ 2 ਕੇਸ 5 ਸਾਲ ਤੋਂ ਵੀ ਜ਼ਿਆਦਾ ਪੁਰਾਣੇ ਹਨ। ਇਨ੍ਹਾਂ 1174 ਅਪਰਾਧਿਕ ਮਾਮਲਿਆਂ ਵਿਚ 108 ਮਾਮਲੇ ਗੈਰ-ਕਾਨੂੰਨੀ ਜਾਇਦਾਦ ਨਾਲ ਜੁੜੇ ਹੋਏ ਹਨ। 223 ਕੇਸ ਠੱਗੀ ਅਤੇ ਧੋਖਾਧੜੀ ਨਾਲ ਜੁੜੇ ਹਨ।
ਜਾਣੋ ਕੀ ਕਰਦੀ ਹੈ ਸੀ. ਬੀ. ਆਈ—
ਸੀ. ਬੀ. ਆਈ ਦੇਸ਼ ਵਿਚ 3 ਤਰ੍ਹਾਂ ਦੇ ਮਾਮਲਿਆਂ ਦੀ ਜਾਂਚ ਕਰਦੀ ਹੈ। ਪਹਿਲਾ-ਭ੍ਰਿਸ਼ਟਾਚਾਰ, ਦੂਜਾ- ਆਰਥਿਕ ਧੋਖਾਧੜੀ ਅਤੇ ਤੀਜਾ-ਅਪਰਾਧਿਕ ਮਾਮਲੇ।
1— ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੂ ਡਿਵੀਜ਼ਨ— ਇਸ ਕੋਲ ਕੇਂਦਰ ਸਰਕਾਰ, ਜਨਤਕ ਮਾਮਲੇ ਅਤੇ ਸੂਬੇ ਨਾਲ ਜੁੜੇ ਮਾਮਲੇ ਆਉਂਦੇ ਹਨ।
2— ਆਰਥਿਕ ਅਪਰਾਧ ਸ਼ਾਖਾ— ਇਸ ਕੋਲ ਵੱਡੇ ਆਰਥਿਕ ਘਪਲੇ, ਗੰਭੀਰ ਆਰਥਿਕ ਧੋਖਾਧੜੀ, ਜਾਅਲੀ ਕਰੰਸੀ, ਬੈਂਕ ਧੋਖਾਧੜੀ ਅਤੇ ਸਾਈਬਰ ਕ੍ਰਾਈਮ ਆਉਂਦੇ ਹਨ।
3— ਵਿਸ਼ੇਸ਼ ਅਪਰਾਧ ਸ਼ਾਖਾ— ਗੰਭੀਰ, ਸਨਸਨੀਖੇਜ਼ ਅਪਰਾਧ, ਸੂਬਾ ਸਰਕਾਰ ਦੀਆਂ ਵਿਸ਼ੇਸ਼ ਬੇਨਤੀਆਂ, ਹਾਈਕੋਰਟ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਦੇ ਨਿਰਦੇਸ਼ ‘ਤੇ ਮਾਮਲਿਆਂ ਦੀ ਜਾਂਚ ਕਰਦੀ ਹੈ।
ਜਾਂਚ ਲਈ ਸਿੱਧੇ ਨਹੀਂ ਜਾ ਸਕਦੇ ਸੀ. ਬੀ. ਆਈ ਦਫਤਰ—
ਸੀ. ਬੀ. ਆਈ ਤਕ ਕਿਸੇ ਅਪਰਾਧ ਜਾਂ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦਾ ਮਾਮਲਾ ਪਹੁੰਚਾਉਣ ਲਈ ਸਿੱਧੇ ਦਫਤਰ ਨਹੀਂ ਜਾਣਾ ਹੁੰਦਾ ਹੈ। ਅਜਿਹੀ ਕੋਈ ਵੀ ਸ਼ਿਕਾਇਤ ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਡਾਕ ਰਾਹੀਂ, ਐੱਸ. ਐੱਮ. ਐੱਸ, ਮੋਬਾਈਲ ਫੋਨ ਜਾਂ ਈ-ਮੇਲ ਦੇ ਜ਼ਰੀਏ ਕਰ ਸਕਦਾ ਹੈ।
