Ripropongo, in sequenza, i comunicati stampa scritti per dare notizia delle interrogazioni sulla piccola Vittoria Alata oggi al museo di Cleveland (maggio 2020) e dell'elmo al Getty Museum di Los Angeles , forse proveniente da Cerasello di Pietrapaola (novembre 2019), alle quali il MiBACT dovrebbe finalmente rispondere, domani.
1) Una interrogazione all’on. Franceschini, la venticinquesima a mia prima firma da novembre 2019 in qua (tutte senza risposta perché rispondere al Parlamento è un dovere del Ministro ma nessuna sanzione è prevista per chi si sottrae), sollecita per l’ennesima volta un profondo ripensamento della strategia delle collaborazioni del MiBACT con i musei statunitensi che dall’inizio degli anni Duemila hanno continuato ad acquistare o accettare in dono da collezionisti privati reperti e oggetti d’arte frutto di illecita esportazione. Il contegno di detti Istituti rende infatti improponibile ottemperare alle previsioni del Memorandum d’intesa Italia - USA firmato a Washington il 19 gennaio 2001 (emendato ed ampliato nel 2006, 2011 e 2016), che, mentre impone restrizioni al trasferimento dall’Italia negli Stati Uniti di materiale archeologico di epoca pre-classica, greca e romano-imperiale privo di certificato di esportazione, previsione frequentemente disattesa, impegna il nostro Paese a facilitare oltremodo prestiti e scambi. Prendendo spunto dal caso controverso della piccola Vittoria alata con cornucopia del Museo di Cleveland (USA), una applique in bronzo risalente alla metà del I secolo la cui patina ricorda molto da vicino quella di altre tre appliques di probabile origine italiana vendute al J.P. Getty Museum di Los Angeles a metà degli anni ’80 dallo stesso trafficante, e forse riconducibili ad un unico manufatto, ho chiesto al titolare del MiBACT se non ritenga di adoperarsi presso il Governo USA quantomeno “per raggiungere l’obiettivo minimo dell’inversione dell’onere della prova, oggi a carico di chi reclama l’oggetto presuntivamente trafugato invece che dell’acquirente, anche quando quest’ultimo non sia in grado di esibire alcun documento attestante la liceità della compravendita”. Nel merito, l’accordo del 2008 con il Museo di Cleveland prevedeva che, entro sei mesi dalla stipula, una commissione paritetica avrebbe condotto approfondimenti autoptici sulla Vittoria e sul più celebre Apollo Sauroctono per tentare di sciogliere il nodo della loro provenienza ma di detto programma non si è saputo più nulla. Accordi che non valgono la carta sulla quale sono scritti, perché il nostro Paese non ne pretende il rispetto da parte di entrambi i contraenti, minano la credibilità dell’intero sistema e l’autorevolezza che la diplomazia culturale italiana si era conquistata nel tempo.
2) La Calabria ionica deve rivendicare uno dei suoi tesori archeologici finiti all’estero. In settimana presenterò una interrogazione per chiedere al ministro Franceschini che il Servizio IV – Circolazione della Direzione Generale Archeologia Belle Arti e Paesaggio del MiBACT si attivi, al più presto, per ottenere dal Paul Getty Museum la restituzione di un elmo bronzeo di tipo calcidico, del IV secolo a.C., già rivendicato senza successo nel 2006. La provenienza del reperto dal Sud Italia, oltre che palese sul piano stilistico (trattandosi di una variante, forse da parata, prodotta in Magna Grecia), è oggi finalmente suffragata da dati oggettivi. Il peculiare cimiero a testa di grifo, infatti, impreziosito da una doratura, e le ali che lo affiancano, consentono di riconoscere nell’eccezionale elmo esposto a Malibu un reperto trafugato, probabilmente, dall’area dell’abitato brezio di Cozzo Cerasello, in Comune di Pietrapaola (CS), sito scoperto e sudiato dall’archeologo Armando Taliano Grasso. La memoria di un oggetto così insolito è rimasta viva in chi, nel territorio dell’alto ionio tra Crotone e Sibari, teatro solo una settimana fa della brillante operazione “Achei” dei Carabinieri Ntpc, lo ha visto e/o ne ha sentito parlare. Ora il Ministro deve pretendere la restituzione dell'elmo e, laddove ci fosse risposto ancora di no, bloccare, come si fece in passato, in un sussulto di dignità mai ripetuto, i prestiti di opere d'arte italiane a tutti i musei statunitensi.

Con un atto di coraggio per il quale i tempi, a mio avviso, sono ormai maturi, la settimana scorsa mi sono rivolta al Ministro della giustizia per sapere, alla luce della emorragia di beni culturali che il Paese subisce quotidianamente ad opera della criminalità, se “non ritenga opportuno e urgente istituire una Procura Nazionale specializzata, sull’esempio di quella newyorkese dell’ADA di Matthew Bogdanos, per ora unica al mondo, che sia all’altezza del livello di efficienza ed efficacia raggiunto, sul fronte investigativo, dai Carabinieri del Comando Tutela Patrimonio Culturale (TPC) in mezzo secolo di attività”.
L’ho fatto nella sede, ormai consueta, delle interrogazion rivolte quasi settimanalmente all’on. Franceschini per avere notizie su un’opera d’arte antica uscita illecitamente dal Paese nel secolo scorso e approdata, dopo varie peripezie, in un museo estero. Nel caso dell’atto di sindacato ispettivo n. 3-01994, relativo a parte di una scultura in marmo di età augustea, ho interrogato il Ministro per sapere “quanto è stato messo in campo, finora, per tentare di perorare le ragioni dell’Italia presso la corte federale e ogni altro tribunale degli USA chiamato a decidere della restituzione della testa di barbaro sottratta in circostanze ignote al patrimonio artistico di Roma”.
La scomparsa della testa, trovata verso il 1910 negli scavi che Alfonso Bartoli condusse sul Palatino da settembre 1909 presso la Basilica Aemilia, fu registrata nel 1960 e dovrebbe risalire a poco tempo prima. Il sequestro del reperto in danno della Safani Gallery Inc. di New York, ultimo acquirente in ordine di tempo, è stato disposto a febbraio 2018 dal viceprocuratore Bogdanos della procura distrettuale dello stato di New York, su segnalazione dei nostri Carabinieri TPC. In giudizio, il 12 novembre 2019, il Giudice del tribunale statale ha dovuto rimettere la competenza a quello federale perché, il giorno prima dell’udienza, l’avvocato del gallerista ha citato l’Italia ‘sfidandola’ a dimostrare la proprietà dell’opera davanti al Secondo circuito.
Al di là del caso di specie, e condividendo gli obiettivi internazionali ribaditi della conferenza di Roma (8-9 ottobre 2020) per i 25 anni della Convenzione Unidroit, importante strumento ancora troppo poco applicato, ho colto l’occasione per chiedere al Ministro “se, in considerazione della mole di lavoro che grava sulla nostra diplomazia culturale e delle difficoltà che ciascun caso comporta anche a causa del disallineamento delle legislazioni dei singoli Paesi in materia di sottrazione ed esportazione di beni culturali, non si reputi necessario rafforzare sia gli Uffici esportazione sia il Comitato per le restituzioni, inserendovi altre professionalità di alto livello, motivate e con adeguata esperienza in materia, che forniscano assistenza giuridica e tecnica (storico-artistica) alle Procure distribuite sul territorio”.
In definitiva, è urgente che i due Ministeri acquisiscano una più illuminata coscienza delle proprie responsabilità nei riguardi del patrimonio culturale italiano e che questa nuova consapevolezza si traduca sia in un rafforzamento degli strumenti investigativi dell’uno (il MiBACT, con il TPC in rapporto di dipendenza funzionale) e coercitivi dell’altro sia, soprattutto, in una fattiva collaborazione che li veda in prima linea anche nella indispensabile opera di promozione della coscienza civica e del coinvolgimento della comunità nell’azione di tutela.

3). ROMA ARCHEOLOGICA & RESTAURO ARCHITETTURA 2020. “L’emigrato di pietra”. Il giallo del Doriforo di Stabiae; in: Mi Riconosci? Sono un professionista dei BBCC (19/10/2020).
Il Doriforo di Stabiae è stato esportato illecitamente dall’Italia negli anni ‘70 ed è ora esposto nel Minneapolis Institute of Art. Qual è la posizione del MIBACT?
Chi abita nella zona vesuviana sa bene che, visitando i musei del mondo, troverà quasi sempre dei reperti provenienti dalla propria zona. Orgoglio? Beh sì magari in un primo momento, ma poi subentra quella consapevolezza che l’Italia non fa abbastanza per il suo patrimonio. Viviamo a ridosso di ville archeologiche, centinaia di siti archeologici non sono accessibili o sono interrati intorno al Vesuvio, mentre altrove i musei hanno fatto fortuna con quei materiali, sottraendoli per sempre ai luoghi d’origine.
E se questo non fosse l’unico racconto possibile? Se il Mibact facesse la sua parte, pretendendo il rientro di quelle opere sottratte ai territori vesuviani durante scavi illeciti? Oggi vi raccontiamo il caso del Doriforo di Stabiae, conservato al Minneapolis Institute of Art dal 1986.
L’antica Stabiae romana era una località in cui numerosi patrizi trascorrevano lunghi periodi lontani dal caos di Roma. Qui, in un luogo ameno, tra mare a montagna, si dedicavano all’otium, nella sontuosità di ville enormi, composte da ambienti ricchi di decorazioni.
Il Doriforo in esame, secondo una puntuale ricostruzione del prof. Umberto Pappalardo nel n. 87 di Archeologia Viva (2001), proverrebbe dalla villa del Pastore (così chiamata per il rinvenimento di una pregevole scultura con questo soggetto). Nel 1976 sulla collina di Varano – luogo in cui si trovano gli scavi di Stabia, noto fin dal ‘700 per essere zona archeologica indagata dai Borbone – si stavano svolgendo dei lavori non controllati dalla sovrintendenza. La scultura al momento del ritrovamento non sarebbe stata consegnata alle autorità, ma venduta ad un antiquario romano, peraltro già noto alle autorità.
L’opera viene esposta per la prima volta a Monaco nel 1980, nell’Antikensammlung, con un’etichetta: aus Stabiae. Con una sottoscrizione pubblica, la Germania si mobilita per l’acquisto, erano già pronti 3 miliardi di vecchie lire; ma il museo fece un passo indietro a causa delle denunce da parte dell’Italia e di quotidiani internazionali, i quali sottolineavano l’illecito espatrio.
In quello stesso anno infatti arrivano le denunce del giornalista Achille d’Amelia su Tg2 dossier, dal titolo “L’emigrato di pietra”, l’anno dopo quella di Antonio Guastella sul Messaggero e del quotidiano tedesco “Frankfurter Allgemeine Zeitung”. Nel 2001 ne scrive lo studioso Umberto Pappalardo su Archeologia Viva. Quest’ultimo sottolinea in particolare come una ripresa degli scavi di Varano permetterebbe un eventuale ritrovamento dei pezzi mancanti del doriforo, i quali sarebbero prova inequivocabile della provenienza stabiana e dell’esportazione illecita.
Nel 2019 un convegno alla presenza del direttore del Parco archeologico di Pompei Massimo Osanna, del direttore degli scavi di Stabia Francesco Muscolino, del prof. Pappalardo e del presidente dell’archeoclub di Stabia Massimo Santaniello aveva riportato alla cronaca questa triste vicenda, approfondendo gli aspetti storici dell’antica Stabiae, ben oltre le ville riportate già alla luce.
Qualche giorno fa, in un’interrogazione parlamentare, la senatrice Corrado ha scritto al ministro Franceschini se fosse a conoscenza di tutta la vicenda, chiedendo cosa intendesse fare per avviare le operazioni diplomatiche e riportare l’opera nel luogo di origine. All’appello si è prontamente unito il primo cittadino di Castellammare di Stabia, Gaetano Cimmino. Inoltre, Francesco Chinelli, uno studente di beni culturali, ha lanciato su l’hashtag #tornacasaDorY, un’iniziativa che permette di seguire gli sviluppi della vicenda sui social.
La recente apertura del Museo di Stabia deve essere occasione di riflessione per quest’opera trafugata illecitamente ed esposta dal museo di Minneapolis. Quest’ultimo, senza alcuno scrupolo, espone l’opera dal 1986; ne ha curato il restauro e la datazione, ed ha arbitrariamente, senza dimostrazione alcuna, affermato che l’opera proviene “da acque internazionali”. Ma gli studiosi non hanno dubbi: l’opera non presenta segni di un’esposizione secolare agli agenti marini, è esattamente quella esposta a Monaco nel 1980, riconosciuta come stabiana.
Pochi mesi fa ci siamo occupati della vicenda dell’Apollo citaredo del Louvre: anche quest’opera, detta di provenienza pompeiana, è stata acquistata dal Louvre con una colletta pubblica dalle mani di un privato: ma nessuno sa come fosse finita nelle sue mani. Perché una delle più importanti istituzioni museali mondiali decide di acquistare un’opera di dubbia provenienza? Perché non vi ha rinunciato, come all’epoca il museo di Monaco? Anche in quel caso la senatrice Corrado non aveva rinunciato a scagliare parole forti contro il ministro Franceschini
Perché, nel 2020, lasciamo ancora che opere provenienti da scavi illeciti della zona vesuviana siano sparsi nei musei del mondo, che ne fanno fiore all’occhiello delle loro collezioni? È tempo di fare un’inversione di rotta: l’Italia deve dimostrare di avere un ruolo forte nelle trattative con gli Stati esteri, e soprattutto dimostrare un interesse vero rispetto a questa tematica a 360°, non con operazioni spot una tantum.

一、昇平物語
戲台
最早的戲台，興建於大正3年（1914），原址在基山街106號東山旅社旁，為木造兩層樓的建築， 原腹地不大，後因人口增多，且木造結構長期使用不堪負荷，加之年久失修，終遇風災而倒。
昇平座
昭和9年（1934），由吳樹桑、周天生等人合股，於現址九份豎崎路和輕便路的交叉口處，興建一棟一樓石造，二樓木造的建築，並名之為「昇平座」。「昇平」取歌舞昇平之義，「座」為日本人所稱之表演場所。興建完成之昇平座舞台鋪設有旋轉軌道，可見其設備之先進；另考量清掃的便利性，還設計可掀開式座椅，並於一樓二排走道下方各挖四個洞，設置電風扇往上吹，形成簡易的「冷氣」。
昇平戲院
民國40年，「昇平座」易名為「昇平戲院」，並於民國51年再次改建。改建時不論在建材及設備的選用上都極講究，包括屋頂採上等木材架構、上舖油毛氈並刷柏油；原二樓木造並改為具隔音和隔熱效果的空心磚造牆面，戲院設備已具現代化規格。
戲院歇業
民國60年代之後，隨著九份礦業蕭條，人口流失，輕便車軌道拆除，戲院的經營也隨礦業的沒落、電視三台開播而沉寂，於民國75年（1986）終結束營業，往昔的「歌舞昇平」亦隨之走入歷史。
二、昇平時光
在「昇平座」（昇平戲院）最興盛的時期，歌仔戲、電影、新劇、布袋戲等各種表演讓整月份演出皆為滿檔，開演的時候不僅讓 一、二樓600個座位滿座，連走道都站滿想要看戲的觀眾。戲院內廁所無法負荷使用的人潮時，還會在走道放置小便桶提供「方便」之用，可想見當時「昇平座」（昇平戲院）的繁盛榮景。而散場後踏在九份老街上的木屐鞋聲此起彼落、不絕於耳，廣場上人聲嘈雜，附近酒室生意興隆，通宵達旦，都是九份老一輩長者最鮮明的記憶。
「昇平座」（昇平戲院）不只為九份主要的娛樂場所，金瓜石和瑞芳的居民也可以搭乘輕便車來昇平座看戲，人聲鼎沸，甚至從白天到晚上累計看戲人數可達2、3000人。
三、昇平再起
紀念性建築物
民國83年（1994），颱風吹毀昇平戲院屋頂。經年閒置結果，昇平戲院僅存正立面牆、四邊牆體，以及二樓圓弧樓板和山牆。民國98年（2009），由李祖原聯合建築師事務所捐贈予新北市政府，作為發揚地方文化、觀光的藝文設施使用。新北市政府並於民國99年（2010）6月28日核定為紀念性建築物。
昇平新樂園
民國99年（2010）10月，以修復及補強的模式，進行整修工程，讓戲院建築重現民國51年的空間場景。並以「昇平座」名稱，恢復戲院「多功能展演場域」的功能。試營運開放後，由「新北市立黃金博物館」負責相關營運管理事宜。開幕展即以「昇平新樂園」的概念，帶領大家重回昔日歌舞昇平的時光。透過復古售票口的重現、老電影海報的引領、戲院販賣部的酸甜滋味，一幕幕揭開昇平戲院的前世今生，重現那美好的時代氛圍和劇場風情。

石碇位在石碇溪與烏塗的交會點，很早期即開始發展，昔日皆以種植包種茶起家，亦是坪林、深坑、雙溪一帶茶葉的集散地點，自從北宜公路開通後，石碇地位即被坪林取代，這裡的百年豆腐店、特殊的吊腳樓建築，以及不見天街，都是遊客必到的景點。老街裡的百年老鐵舖，叮叮噹噹的打鐵聲，則為老街更添一份古樸的風采。石碇東街是目前全台灣碩果僅存的不見天街，房屋就懸空在河床上方，僅靠柱子支撐，仔細一看，原來石碇的房子均是採用當地溪石所建蓋而成，石碇里以東街、西街最能顯現石碇昔日的繁華風貌，由石碇溪萬壽橋往西為西街，向東則是臨烏塗窟溪興建的東街；西街是最早發展的街道，為運輸茶葉的輕便道路，沿街多半為土桷厝建築，高達二、三層樓，是當時熱鬧富裕的象徵，目前石碇國小前的集順廟廣場，則是當年茶葉批發的集散場所，里內並擁有百座廟宇，堪稱為是全省廟宇最多鄉鎮。

Background & Glimpse Of The Mass Event:-
The Mass Event “Run against Drug Abuse” initiative is being taken since 2003 by Health Fitness Trust under the leadership of Drug Abuse prevention Campaigner Dr Sunita Godara in collaboration with Directorate of Prohibition, Govt of Delhi along with the other stakeholders in this field. For past 16 years the Mass event is held successfully under the aegis of NISD Ministry of Social Justice & Empowerment, Narcotics Control Bureau, Ministry of Home Affairs, GOI, UN Agencies and other corporate partners like ONGC, AAI, IGL, NTPC, Petronet, NDMC, ITS, IOC, LPU have supported the event all these years. This year we have another new partner with us “Foundation for a Drug-Free World”.
Theme: Listen First -
Listening to children & youth is the first step to help them grow healthy & safe. The event has proved to be of great value for awareness on drug abuse all over India and has attracted attention because of its all India reach. Marking the World Drug Day on 26 June 2019, various events are organized by UNODC field offices, civil society organizations, Governments, and individuals to raise awareness about drugs. 'Listen First' is chosen as an initiative theme now to increase support for prevention of drug use that is based on science and is thus an effective investment in the well-being of children and youth, their families and their communities. Listening to children and youth is the first step to help them to grow healthy and safe.
This is the 17th year in a row for the Mass Run against Drug Abuse on 26 June to mark the Int’l Day against Drug Abuse & illicit Trafficking.

A massive 2 kilometer long banner was prepared with foot and handprints of kids, youth and adults from villages across the town of Bilaspur surrounding the NTPC thermal power plant. The banner was then held to encircle the entire power plant. Over 8500 people took part in the entire action that took 7 days in the making.
The dangers of coal were highlighted in the protest along with pushing the need for clean, alternative forms of energy.

一滴水紀念館
一滴水紀念館是日本已故文豪水上勉之父水上覺治於大正四年(一九一五年)在日本褔井縣所蓋一棟日式木造古屋，並透過台日多位熱心人士、苦力群志工協助，因水上勉一生承襲日本『滴水』禪師宗思想，崇尚珍惜萬物理念，為紀念這一份因緣，及移築過程中所有熱心人士、志工每人所付出之小如一滴水之心力，凝聚完成此跨國移築心願，故命名為『一滴水紀念館』，此建築於94年於日本拆卸運至台灣淡水後，歷經五年時間，終於98年底於淡水和平公園重現。
