We have also witnessed the shameful manner in which the Indo-US Nuclear Deal got a proxy approval thro gh a tainted trust vote that the UPA government managed to salvage through the implicit and explicit support of all the parties. The BJP's 'opposition ' to the deal is purely farcical as they were the original proponents of the deal. The CPI(M) sat lJaCK and put up a Qharadc of opposition while the De~l passed st:1ge after crucial stage. A two-year long vacillation of the CPI[M] on this issue virtually gave a free passage for the Deal. While the CPI[MJ kept on deciding whether to bark or to bite, by the time it finally "decided" to bite, it had lost all its teeth !, being junked by all their erstwhile secular allies like SP, RJD etc., revealing the actual opportunism that was at the heart of this CPI[M]-UPA honeymoon. Finally, the parliament session which passed the bill was presided over by no other t~an Mr. ~omnath Chatterjee who, for decades, had been CPI[M]'s team leader in the parliament and ~ho chose at thts cruet~! Juncture to stick onto the chair of the Speaker rather than the decision of the party, exposing thereby the clear ideological confusion and opportunism within CPI[M) ranks even on the issue of the Nuclear Deal. .
Secularism: where has the main selling point of the UPA gone? .
The UPA Government came to power on the much vaunted claim of ~ighting communalism. However, this Government's tenure has been marked by a series of surrenders and compromtses. .
The communal Violence (Prevention) Bill prepared by the UPA Gover~ment fails to make Governments accountable and liable to punishment in case they fail to prevent and control nots. R~ther, tn the name of curb~ng communal violence. they provide the State with draconian powers grafted from the eXISting Armed F_orces (Special) Powers Act-AFSPA, an act that is a living terror for the common people of North-East and Kashmir. .
Over the years , successive Indian governments have communalized the Amarna~h. pilgrimage, to suit the~r commu~al .
and jingoistic agenda. This culminated in the highly politically mot1vated dec1s1~n to transfer e~ologt~ally fra~tle .
forestlands to the Shri Amarnath Shrine Board (SASB). As the people of K~s~.m1r pr?t.est~d aga1nst this dec.1s1on, .
eventually forcing its withdrawal. the security forces ran berserk, f1nng upon Clvtltans, ktlltng tnnocent school-children .
and vandalising people's homes. .
The sangh Parivar and its outfits, the Bajrang Dal and the VHP ~~ve openly engaged in terror pogroms against minorities, engaging in torture, rape murder, and all manner of atroctttes. The UPA Government, ho.wever, has stood mute and refused to take any action . Even where Sriknshna CommiSSIOn report named the mastermtnds of communal violence the Congress Government refused to take any action against those guilty of these cnmes. At present, the Nanavati Commission. by arguing that the Godhra incident was a pre-planned consp1racy has been used to gtve a clean chit to Narendra Modi and allow the fascist forces to further fuel the spiral of hatred and mass murder. .
Serial blasts in prominent metros have become a grim, grisly, script that is played out again and again : shedding .
innocent blood, and spreading terror among the people at large. However, the state machinery seems to be interested .
only in imprinting an image of the 'terrorist' in people's minds, and using terrorism as a starting point to engage in the .
alienation and witch-hunting of minorities. The media, like the state agencies, cannot escape its responsibility in the .
monumental injustice of branding and harassing an entire community as 'terrorists. In most cases, shameful .
instances of witch-hunting and targeting of innocents have come to light. In the UP blasts case, a so-called "HuJI .
mastermind" who was arrested from West Bengal turned out to be an innocent state government employee. While in .
the aftermath of each blast the state and police machineries claim that they know who is behind the blasts, they are .
never able to stop blasts from recurring or bring their investigations to any logical legally tenable conclusion after the .
first round of media-hyped arrests and encounters. ' .
The intensified assault on lives and livelihoods and democratic rights .
The UPA Government has continued with its economic policies that have resu lted in a wholesale assault on the lives .
and livelihoods of the poor. The much-claimed 'human face' of the UPA which the CPI[M] helped showcase time and .
again , got exposed with every passing day in the last four years as the UPA went on passing Patent Act with the CPI-.
CPI[M]'s support, as the NREGA crumbled due to total mismanagement and misappropriation of even miniscule funds .
allotted, refused to repeal the AFSPA act even after massive mass protests and the unanimous recommendation of .
the Jeevan Reddy Commission. We see an intensified offensive on people's rights, the worst example of which is the .
SEZ Act which is a license for corporate land grab, and creates 'foreign zones on Indian soil', where Indian laws do .
not apply, where corporate houses control local governance, and where workers' rights are freely violated. .
Kalinganagar, Gurgaon, Dadri, Raigad, Tamilnadu, Karnataka, Singur, Nandigram, and now Chengara ... in state after .
state, tribals and poor peasants want to know: why are corporate houses getting huge sops when subsidies are being .
withdrawn for starving peasants? Meanwhile, suicides continue unabated in Vidarbha as other agrarian regions also .
emerge as starvation death zones in the country. .
In Kerala , as part of its newfound mission to facilitate corporate land grab, the CPI(M) is undertaking brutal and violent attacks upon dalits and adivasis in their struggle for rights over resources and against displacement by corporate projects. The struggle that has unfolded in Chengara is now being adjudged as the biggest-ever dalit uprising in the history of Kerala as it involves over 7,500 landless families. The land that these families have been fighting for, for more than one year now, had been leased to the Harrison Malayalam Plantation by the government of Kerala . However, the lease expired way back in 1985, and no rents have been paid to the Kerala government since then . The property has officially lapsed back to the government, though the company still operates there. But the ruling CPM-Ied Left Front Government (LDF) in the state is not ready to recognise it as a struggle for a just cause. .
