Spaces for over 25 million people were identified by the Department of Public Works, mostly in the basements of public buildings, large private institutions and firms and basements of apartment buildings.
While these provided adequate protection from fallout they were not properly supplied with food, water, medical, fuel, clothing and bedding stores nor were they ever equipped with ventilation, radiation monitoring, cooking and lighting devices.
As well, few staff were ever trained to manage and perform the technical and other leadership functions that would have been essential to the operation of the community shelters for the 2 weeks they would have had to be occupied after an attack.
Fourteen days is the average time it would have taken for the fallout to decay to a relatively 'safe' level.
