Why are there two 3G GSM frequencies?

I know why:

 

1. the scarcity mentality of spectrum providers i.e. government

 

2. telco mentality

 

3. historical legacy

 

but it is still far from ideal

 

1700 = T-Mobile

1900 = Rogers and AT&T
