After fiddling with windlight, I came up with an atmosphere setting I've named 'pea souper' after the description of the smog that affected London in victorian times. Went to Babbage Square and Babbage canal, where I think it fits perfectly with the ambience. The effect is mostly windlight - only post-production on this one was lightening a very dark particle effect in the top left corner.
