Who does she represent?

She doesn’t represent the troops, not in uniform

She doesn’t represent the Afghanis she has blond hair

She doesn’t represent the people of Vietnam, look at her eyes

Could she represent the mothers and daughters at home, maybe but it don’t make any sense
