President Kennedy holds a scale model of the Apollo command module, presented to him by Director of the Manned Spacecraft Center, Dr. Robert Gilruth; a mock-up of the lunar lander (also known as "the Bug") sits in background. Standing in back (L-R): Administrator of the National Aeronautics and Space Administration (NASA), Dr. James E. Webb; Governor of Texas, Price Daniel; Associate Administrator of NASA, Dr. Robert C. Note both the odd/poorly engineered(?) "split/divided" RCS thrusters on the LEM mock-up, to avoid plume impingement on the LEM's outer surface, and the Rogallo Wing in the background...I assume attached to a Gemini capsule mock-up.
