1967 Toyota Crown Deluxe 1900, PLK990E (1970)

What an oddity! As far as I knew this model (RS40?) wasn't officially imported to the UK, so what was this one doing here?
DVLA says first registered in 1967. Rather strangely, it is still listed on the database and is described as "not taxed for road use". Never seen that on a car before, it's something I'd imagine might be used on a farm vehicle, piece of plant or the like.
Looks like a Mustang parked behind it, plus a Mini, Vauxhall Victor and possibly a Ford Consul?
Photo taken in Cheltenham on 28/11/70. The sign on the wall is for L.A. Bradbeer Ornamental Ironworks. I did find a mention of them, but not enough to work out where this photo might have been taken.
