The Boot Squad
As I understand it, this truck cruises the streets of Sacramento, scanning license plates with the two sensors located above and just behind the cab. When the computer detects the vehicle of a repeat offender with unpaid fines, they stop and put a boot on one of the tires; it's removed when they pay up.
