At National Harbor last night, I captured this just after sunset. To minimize the amount of light reaching the sensor, I used a 1-5 stop Neutral Density + Circular Polarizer Filter. I would have preferred not to use the polarizer but it's a 2 in 1 filter kit and can't be removed. Time value was important because I wanted to capture an image that showed ghostly/blurred movement of the people near the statue. The initial settings were f/22, ISO 50, and SS 30 secs, which didn't show much as much movement as I wanted. I switched to bulb mode and captured a 2 min 4s exposure, which did show the blurred/ghostly people but the highlights were more exposed that I wanted. Using a slightly faster shutter speed of 1 min 19 secs produced a properly exposed image with blurred/ghostly people.
